The policy guideline WFTE adopted for its programming is that programs are to meet the objective of “serving communities, information, and ideas that are ignored, suppressed, overlooked, or underserved by the mainstream media,” and to serve as a catalyst and coordinator for regional progressive action. This will done through a wide variety of creative and topical programming, using world, national and local news, cultural programs (especially featuring local artists), investigative reporting, and talk formats. (For example, commitments are in place for Democracy Now and the Thom Hartman Show.)

Along with community-focused programming created and delivered by volunteers, an important feature of the WFTE project will be educational programming for civics, scientific, cultural, historical and humane studies.

Focus group sessions identified an interest in the local economy (including local industries such as lumber, dairy, transportation, manufacturing, and quarrying, as well the Marcellus Shale development); local civic organizations presenting their views; continuing coverage of local government, including broadcasts of government meetings and the work of local representatives in the State and national legislatures.

WFTE will serve a rapidly growing Spanish-speaking community for which there will be Spanish-language programming to help this population adjust to their new home though culturally sensitive programming that includes music, reportage about their countries of origin, and English as a second language enrichment programs.
